With further reference to your letter of the 9th
instant (AM) relating to the forwarding of the goods
detained at Hong Kong ex 9.9. "Kafue", I am directed by
Viscount Grey of Fallodon to state that he understands that
you have instructed your agents to ask the Government of Hong
Kong to place themselves in the position of shippers and to
consign the carro in question by your 8,8, "Karonga" to His
Majesty's Consul-eneral at Manila.
dis Majesty's Government are unable to accede to
this proposal, and I an to suggest that your proper course is
to insert in the Bill of Lading as shippers the original
shippers, for whom in what you are doing you are acting as
agente of necessity. if you have any objection to adopting
tale course, which would appear to be the obvious one to
follow, you should insert your own names 48 snippers.
8 regards the consignees, Lord Grey considers tast
tae sume method of consignment should be adopted in the
new Bill of Lading us in the former Bill of Lading, and it
appears to him that any alteration either as to the names of
the consignees or as to the method of consignment would be
most undesirable.
